New Law Changes - 2012

Senate Bill 850 (Leno, Chapter 704, Stats. 2011) - Electronic Medical Records: Confidential Information

Requires an electronic health or medical record system to automatically record and preserve any change or deletion of electronically stored medical information, and would require that record to include, among other things, the identity of the person who accessed and changed the medical information and the change that was made to the medical information.

Assembly Bill 1424 (Perea, Chapter 455, Stats. 2011) - Franchise Tax Board: Delinquent Tax Debt

Authorizes all State licensing entities, including boards and bureaus under the Department of Consumer Affairs (Department) other than the Contractor's State License Board (CSLB), to deny, suspend, or revoke a license if the licensee or applicant appeared on the Franchise Tax Board or the State Board of Equalization's certified lists of top 500 largest tax delinquencies over $100,000. This bill would also authorize the Department to suspend a license in the event that the a board fails to take action.
